New tab shortcut in a different keyboard layout

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/57.0.2987.98 Chrome/57.0.2987.98 Safari/537.36 Steps to reproduce the problem: 1. Switch to non-latin layout (e.g. Cyrillic) 2. Go to any website and click on text area 3. Press Ctrl+T What is the expected behavior? I expect new tab address bar to be empty What went wrong? There's a symbol that corresponds to the T key in a different layout. Did this work before? Yes Don't remember which version started this, started at least a month ago on Dev channel Chrome version: 57.0.2987.98 Channel: n/a OS Version: Ubuntu Gnome 16.04 Flash Version:
