Background "cover" image on html or body fails if page scrolls

Issue description
Steps to reproduce the problem:
1. Place a background image on html or body with "cover" attribute: background: url('aspectWide.jpg') no-repeat fixed center center; background-size: cover;
2. Create a page that requires scrolling - h, v, or both
3. Scroll up and down or side to side
What is the expected behavior?
The background image should remain fixed, while the content scrolls.
What went wrong?
The background image scrolls with the content, revealing a blank white background.

Does this work in other browsers? Yes
Chrome version: 57.0.2987.132 Channel: stable
OS Version: 7.0.0
Flash Version:
If only vertical scrolling, the blank area at the bottom is the same size as the disappearing address bar. If both vertical and horizontal scrolling, the result is truly catastrophic.
