Repeating background image on html or body ignores "fixed" attribute

Issue description
Steps to reproduce the problem:
1. On html or body, use background: url('stonewall.jpg') repeat fixed top left;
2. Create a page that requires scrolling (h, v, or both)
3. Scroll up and down or side to side
What is the expected behavior?
The background image should remain fixed, as it does in vitually every other browser.
What went wrong?
The background scrolls with the content.
Did this work before? N/A
Does this work in other browsers? Yes
Chrome version: 57.0.2987.132 Channel: stable
OS Version: 7.0.0
Flash Version:
No problem on desktop Chrome (Win, macOS). This is purely an Android issue.
