Cursor not appear in device mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Open developer tool of chrome
2. go to device mode
3. hover over device screen and there is no cursor

What is the expected behavior?
a gray round cursor should appear over device screen in dev mode

What went wrong?
I dont know

Did this work before? N/A 

Chrome version: 57.0.2987.133  Channel: n/a
OS Version: 10.0

Would it be possible for you to record a video? Does it happen always or only under certain circumstances? Is there no cursor at all, or the cursor is just different from what you expect? Do you have more than one monitor?
