There is no event when frame changes url

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:53.0) Gecko/20100101 Firefox/53.0

Steps to reproduce the problem:
chrome.tabs.onUpdated is fired only for tabs and there is no event when frame URL is updated.

What is the expected behavior?
I propose adding new API chrome.frames.onUpdated which will be fired on frame update similar to tab update.

It is possible to use chrome.webNavigation.getFrame to get frame URL , but it seems to be less optimal since frame URLs don't change too often.

What went wrong?
Impossible to get notifications of current URL in frame.

This is already implemented in chrome.webNavigation.on#### events which are fired for URL changes in frames with the details.frameId parameter containing non-zero frame id while zero means the main page.

There is no issue , you can close it.
It was not clear from documentation what the events mean.

onhashchange in content == onReferenceFragmentUpdated in background.
I popstate in content == onReferenceFragmentUpdated in background.
