Global keyboard shortcuts don't work in user devtool extension panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Install a devtool extension from Chrome web store (https://chrome.google.com/webstore/detail/grunt-devtools/fbiodiodggnlakggeeckkjccjhhjndnb?hl=en-US)
2. Open the devtools and go to the panel of the devtool extension
3. Try the devtools global shortcut (Ctrl + Shift + D)

What is the expected behavior?
The shortcut should behave the way it was executed from devtool Console or Elements panel

What went wrong?
The shortcut behaves like it was executed from a webpage

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

I just upgraded to the latest version of Chrome Version 58.0.3029.81 (64-bit) and I am still seeing this behavior
