ARC preferences window shows maximized, cannot be shrunk

The Android Settings screen launched from Chrome Settings opens as a maximized window, and doesn't have a "restore" window button. Can Settings be shown in a smaller window?

This is not expected. It should resize. there are some similar issues on buganizer. We should fix this (once NYC port is in good shape to be released).

However - since this is ARC++: We should close this and use the corresponding buganizer entry.

I just tried this (TOT on Chromebook Pro) and it works.

Yes - please file them under ARC++ buganizer and not here.
