Mac scrollbar fails to expand when track appears

Chrome Version: Stable 58.0.3029.81 and Canary 60.0.3078.0
OS: MacOS 10.12.4

What steps will reproduce the problem?
(1) Enable in MacOS Settings "Show scroll bars automatically based on mouse or trackpad"
(2) Visit a long page
(3) Move the mouse cursor to the scrollbar area and scroll

What is the expected result?
The Track and a bigger Scrollbar should appear.

What happens instead?
The track appears but sometime the Scrollbar keeps thin.

Please use labels and text to provide additional information.
A screencast is attached.

Not sure, if this is a regression. If you need more information please let me know.

Probably not a regression, Mac scrollbars have a bunch of blemishes like this. This one's not too urgent.
