Implement check for whether user is likely to use VR features

This is a placeholder for functionality that may be used by other code. Mark other bugs as blocked on this as appropriate.

* Android:
  - For Google VR Services, see b/34719424.
  - For Cardboard users without Google VR Services, we may need another solution.
* Desktop: We'd want some lightweight or lazy indicator of SDK availability.
