We want to be smoke testing all press benchmark on CQ, this is because:
1) To stabilize the perf test on the waterfall. CQ coverage will helps make sure it less likely for people to check in CL that break tests on the waterfall & disrupt the perf monitoring.
2) We can afford it: the number of press benchmarks grow very slowly, like O(1) per year. So it should not require a huge amount of hardware to run them all.
