pre-fill component field for bugs filed on tests with components specified in OWNERS file

If we can determine the path to the broken test (fairly easy with layout tests since the name is the path), we can locate the OWNERS file and check it for components.

When sheriffs click on "File a bug" in the Link Bug dialog, the monorail form should be pre-filled with these components.
