Upgrading from Chrome 57 to 58 caused CWS inline installs to fail

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Start with Chrome 57 2. Ensure that at least one extension has been installed into 57 (ie. browser has HSID, SID, SSID cookies set on google.com) 3. Upgrade to Chrome 58 4. Navigate to http://www.mapsgalaxy.com/index.jhtml, click on the Download for Chrome button, and extension fails to install. Specifically, Chrome's Add Extension Dialog does not appear. We have confirmed that the issue is not specific to our product, since we reproduced by attempting to install other third party products, including: Momentum, LastPass, AdBlock Plus and Norton. What is the expected behavior? The extension should be installed as usual with the Add Extension dialog requesting the user's permission to install the extension. What went wrong? Using web debugging tools, we see that the call to the Chrome Web Store API fails with the following message: “Could not fetch data from the Chrome Web Store”. It appears that the issue relates to the HSID, SID and/or SSID cookies, since: - If these cookies don't already exist at the time of the install everything works as expected. - If one or more of these cookies are cleared the install succeeds. Also, if you upgrade from 56 to 58 bypassing 57 the install succeeds. Did this work before? Yes 57 Does this work in other browsers? Yes Chrome version: 58.0.3029.81 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Note, the installation process works correctly in 58 if the google.com cookies are cleared

I was able to see this issue just by signing into Chrome 58 and seeing the SID cookie, then the installation breaks as described above.

@Reporter: Could you please provide us with any "HSID, SID, SSID cookies" related URL's which would help us to triage the issue from chrome TE-end. Thank You!

HSID, SID, and SSID cookies are set on the ".google.com" domain. For me it was enough to clear the SSID cookie to make the inline installation work.

In my experience, removing my HSID, SID, SSID cookies for ".google.com" domain fixed the installation error. However if I sign back into my Google account, installation fails.

The HSID, SID and SSID cookies were found on "http://www.google.com". After I deleted one of them, I was not able to repro the problem.

Of note, the cookie I deleted was the SID cookie.
