Navigation lags when multiple downloads to the same origin are in-progress |

Issue descriptionSteps to reproduce w/ regular downloads: 1. Start multiple (N > 2) downloads from a particular origin. 2. Navigate between pages on that origin. I observe on my Pixel that navigation is being notably slowed down while the downloads are in progress. This happens for Paul (cc'd) too. It's more visible with Background Fetch, which uses the download manager for downloading content. Paul, can you share the demo site here?

We noticed it on google guest in KIR. I don't know if Peter was in the LON office or at home when he was experiencing it.

Can't reproduce the issue with dev and canary build, do we need to add some command line flags to enable features used by the demo site?
