Issue descriptionChrome Version: 60.0.3077.0 Revision ca8708632799fafe05e889d5a026249fa630dbab-refs/heads/master@{#466199} OS: Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). What steps will reproduce the problem? (1) Launch Chrome, Click on Avatar icon then click on Sign into chrome button. (2) Click on More options then select Create new account option. (3) Click on Next button and observe. Actual: Unwanted animation is observed on Next button at first instance. Expected: No such animation should be seen. This is a non-regression issue seen from M-49
