What steps will reproduce the problem?
(1)Recover build -> In OOBE screen >> goto choose your language & keyboard
(2)Now Click on "Language" Drop down and Observe(kindly refer screenshots)

Expected:Choose your language & keyboard drop down lists should be as a column
Actual:Instead,Choose your language & keyboard drop down lists seen as a row.


This is a Regression issue as same is working fine in 59.0.3040.0/9367.0.0 dev-Channel candy

Note:
1.Issue not applicable to Linux and windows
2.Issue is also seen for selected "Keyboard" dropdown
