F12 tab - the background is black and therefore hiding the url

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Steps to reproduce the problem:
1. F12
2. Look at the tab that is black, and I cannot read the url anymore, probably hidden because of the black background
3. 

What is the expected behavior?

What went wrong?
This issue appeared yesterday after updating Chrome.

Unable to reproduce the issue on Windows 7 using chrome reported version-58.0.3029.81 & latest Canary-60.0.3078.0 as per the below steps:
1. Launched chrome with older version-57.0.2987.133 first
2. Updated chrome to latest stable version-58.0.3029.81 by clicking 'relaunch' button in 'chrome://help' page.Observed now latest chrome page relaunched.
3. Navigate to any URL
4. Press F12 button
5. Observed no black background on the page

Please find the attached screencast for reference & let us know if we miss any steps to reproduce the issue.

Hello,
Sorry for the confusion, my message maybe wasn't clear.
The black part is when showing the F12 tab, and that this tab is NOT attached to the browser. 
The part where the url was shown is blackened as shown in the video below

This is annoying as it hides the url, and if you have several F12 tab opened you dont know what url it relates to.

AS per comment#4,Tested the issue on Windows 7,mac 10.12.4 & Ubuntu 14.04 using chrome reported version-58.0.3029.81 & latest Canary-60.0.3078.0 as per the below steps:
1. Launched chrome with older version-57.0.2987.133 first
2. Updated chrome to latest stable version-58.0.3029.81 by clicking 'relaunch' button in 'chrome://help' page.Observed now latest chrome page relaunched.
3. Navigate to any URL
4. Press F12 button (open devtools)
5. Selected 'Dock side' as 'Undock into separate window' option on devtools  (click on 3 dots)
6. Observed devtools opened in a separate window & URL displayed clearly without any issue.
7. Observed no black background on devtools page 

Please find the attached screencast for reference & update the thread accordingly.

Indeed, on my personal laptop I dont have that issue.
Somehow it only happens on my professionnal laptop.
If nobody reproduces this, i can that it can be closed
