Regression:Focus shifts automatically to start of the page while tabbing in md-settings.

Chrome Version:60.0.3077.0
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch chrome and navigate to chrome://md-settings.
2. Press Shift+tab and enter(Settings overlay should open).
3. Press tab till focus navigates to Advanced->Privacy and security and enter.
4.Press tab and observe(kindly refer video).

What is the expected behavior?
Focus should shift to Learn more link of privacy and security.

What went wrong?
Instead focus shifts to start of the page.

Did this work before? Yes  

This is a regression issue broken in M-59.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3063.0 (Revision:461928).
Bad build:59.0.3064.0  (Revision:462305).

You are probably looking for a change made after 462303 (known good), but no later than 462304 (first known bad).
