This should be a trivial change, but I wonder how do you know that this is what people are looking for?  I've attached analytics stats for the site based on the last 30 days - I don't see many people going to "Flakiness" page from the root landing page and a lot of people are going directly to the Flakiness Dashboard.

I suspect people just don't notice it's there and don't know that there's an alternative.

I think it's worth a try. I suggest to restructure the app as following:
 - menu on the left will contain Flakiness (default), Results and Misc.
 - Flakiness will show Flakiness Surface page
 - Results will redirect to the old Flakiness Dashboard
 - Misc will contain the remaining links and if it sees no traffic after some time, I propose to kill this page
