Unable to focus the "Import bookmarks now..." that appears in a fresh profile's bookmarks bar

Chrome Version       : 60.0.3074.0
OS Version: 10.0

What steps will reproduce the problem?
1. Create a new profile, show bookmarks bar (have Apps button), have focus in omnibox.
2. Press F6 to focus the bookmarks bar, Apps button gets focus
3. Press Tab

What is the expected result?

Focus should move to the link that says "Import bookmarks now"

What happens instead of that?

Doesn't. Stays on Apps icon.

With no Apps icon, F6 skips the bookmarks bar completely and goes to the WebContents.
