The first git cl upload on a branch adds a Change-Id line to the CL description but it does so before any CQ_INCLUDE_TRYBOTS lines are added in PRESUBMIT.py. So the next git cl upload adds another Change-Id line because the last line in the CL description is CQ_INCLUDE_TRYBOTS and not Change-Id.
