In Chrome Home the toolbar is at the bottom of the screen and hides itself when the user scrolls down. When the user reaches the bottom of the page, they should be able to continue the scroll, pulling the toolbar up.

This behavior is similar to when the toolbar is at the top of the screen. If the toolbar is not visible and the user is scrolled to the top of the page, pulling down will reveal the toolbar.
