Public Session Sign in pod is not displaying all the Languages

Issue description

Enrolled Device with Public Session Enabled.

The Other Languages section is horizontally stacked, rather than vertically, and the 'other languages' aren't accessible.

Ivan, can you please take a look?
I'm unable to repro this using a tot build and running it locally on the workstation (I just see everything there - no sign of 'other' section - I'm guessing there's a difference between the local build and an actual build).

Also unable to repro it on a falco device running an older build - I see the other section but it's displayed correctly. Currently I'm unable to get a fresh version working on the device, will try again next week.

I'm guessing either something broke recently or we're using different CPanel configs. Can I get more context?
Google Chrome 59.0.3064.0 (Platform 9481.0.0-17.04.21)

Unable to repro on this ^ one as well (falco device) - I'm seeing Other languages normally.
Chromium 60.0.3078.0 (Platform 9481.0.0 (Official Build) dev-channel falco test)

Don't see it here either, everything is normal.

Could still see same issue in today's ToT/Candy Device though Cpanel/crosprqa1.com.

Looks like this bug is fixed.

Could see correct set of languages in today's build/Peppy.Will reopen if seen again.
