Split PreviewsType into No_preview_requested and no_preview_shown in the pageload metrics proto

We should be able to differentiate non-preview pages based on whether a preview was requested or not.

Status: WontFix (was: Assigned)

I'm not sure what this means, but it seems unnecessary considering the current state of the proto.
