When using dictate while Voice search is ON Answer in Suggest does not show up.

iOS Version: 10.3.1,10.2.1 
Device: iPhone 6s plus, mini iPad 4

Precondition:
1. Go to iOS Device settings Chrome Canary -> Experimental Settings -> Append Extra Flags- Turn On -> In Flag1 add this text “--enable-features=NewOmniboxAnswerTypes”
2. Settings -> General -> Accessibility -> VoiceOver -> On

Steps to reproduce:
1. Launch Chrome 
2. Tap in omnibox
3. Tap on the dictate icon shown in the soft keyboard
4. Dictate “Golden State Warriors”

Observed results: 
When using dictate while Voice search is ON Answer in Suggest does not show up.
Note: When typing “Golden State warriors” Answer in suggest show up

Expected results:
When using dictate while Voice search is ON Answer in Suggest should show up.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No tested
Bug reproducible on Safari/Firefox: Firefox: Not tested, Safari: No

This has to do with the pre-fetching logic on the server.

I don't think it's reasonably fixable on the client.  (Would we have to second two sequential requests on voice inputs?)  jdonnelly@ to decide on feasibility or (sadly) WontFix.

This is likely WontFix, which I agree is sad. But I have a list of issues I'm going to meet with the Suggest (backend) team to discuss and I've added this to it. Perhaps we can brainstorm some solution.
