No indication of suggestion when searching in omnibox when voiceover is ON.

iOS Version: 10.3.1,10.2.1 
Device: iPhone 6s plus, mini iPad 4

Precondition:
Settings -> General -> Accessibility -> VoiceOver -> On

Steps to reproduce:
1. Launch Chrome 
2. Start entering any phrase e.g. sun
3. Verify that you see suggestions e.g. sun, sunnyvale, sunset, sundance

Observed results: 
No indication of suggestion when searching in omnibox when voiceover is ON.

Expected results:
There should be some indication of suggestion when searching in omnibox when voiceover is ON.

I don't think a voiceover user can use suggestions at all. When typing on the on-screen keyboard, they will hear the keyboard constantly. It is possible to iterate over suggestions with the voiceover cursor. 

For reference, Safari is not announcing the suggestions either. 

CCing a bunch of people - please reopen if you disagree.
