When Chrome is hidden, and on multiple desktops, showing Chrome will switch desktops, even if a window is present on the current desktop

Reported by max.ch...@gmail.com, Apr 20 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Create at least two desktops
2. Put a Chrome window on each
3. Hide Chrome
4. Show Chrome (clicking the dock icon, command tab, and right-click dock icon then select "Show" all appear to reproduce this)

What is the expected behavior?
The Chrome window on the current desktop will become visible, and the desktop will not switch

What went wrong?
The current desktop's window is briefly visible, then it switches to another desktop.

Did this work before? N/A

Chrome version: 57.0.2987.133 Channel: stable
OS Version: OS X 10.12.4
Flash Version:

The only apps I've found so far with this behavior are Google Chrome, and Google Chrome Canary.

Unable to reproduce this issue on Mac 10.12.4 with chrome #57.0.2987.113 , #58.0.3029.81

These are the steps followed

1. Connected extended monitor to the MacBook Air
2. Opened two chrome windows on Dual monitor setup
3. On Screen-1, chrome-'A' window , on Screen-2, chrome-'B' window launched
4. On the bottom task-bar, right clicked on chrome icon and clicked on "hide" button. Observed
the chrome windows are not displayed any more
5. On the bottom task-bar, right clicked on chrome icon and clicked on "show all" button.
Observed on Screen-1, chrome-A window and on Screen-2, chrome-B Windows is displayed again.

max.chase@ could you please re-try the same scenario on clean profile with no apps/extensions and let us know your observations.

Clarification: I encountered this not using external monitors, but the multiple desktop feature, in which there are multiple workspaces that can be switched between with a gesture.

I just now confirmed this again with Canary: Version 60.0.3079.0 (Official Build) canary (64-bit)
