Do not allow rotate to fullscreen when the document is already fullscreen

This is more likely to break the website.

This was fixed before landing in https://codereview.chromium.org/2830713003 (913ee5fe4cfcc42ebc568965169258bc37fb0237).

Tested by MediaControlsRotateToFullscreenDelegateTest.EnterFailDocumentFullscreen and
MediaControlsRotateToFullscreenDelegateTest.ExitFailDocumentFullscreen.
