Regression: Unnecessary ‘&’ character is seen in Wrench for bookmarks options.

Chrome Version:60.0.3076.0 (Official Build)54d7e3050af7ebb57aa7cd99cef14037db03f3bf-refs/heads/master@{#465838}
OS: Mac (10.11.6,10.12.1)

Pre-condition: Bookmark 5-6 webpages.

What steps will reproduce the problem?
1. Launch chrome and click on Wrench icon, hover on ‘Bookmarks’ option such that sub-options is seen.
2. Observe last 3 options of sub-options.

Actual: Unnecessary ‘&’ is seen before ‘Open All ( )’ option.
Expected: ‘&’ character should not be seen before ‘Open All ( )’ option

This is regression issue, broken in ‘M 60’ and below is manual bisect:
Good build:60.0.3073.0
Bad build:60.0.3074.0

Note: Issue is not seen on Windows and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build:60.0.3073.0 (Revision:464873).
Bad build:60.0.3074.0 (Revision:465085).

You are probably looking for a change made after 464948 (known good), but no later than 464949 (first known bad).

Note :Able to reproduce the issue in Mac 10.12.3 and not in Win 10.0 & Ubuntu 14.04.Able to reproduce in latest Canary #60.0.3076.0
Adding Release Block-Stable for this issue.Please remove if not the case.
