Regression: Context menu options does not get translated to Hindi.

Issue descriptionChrome Version: 60.0.3076.0 (Official Build)54d7e3050af7ebb57aa7cd99cef14037db03f3bf-refs/heads/master@{#465838} (32/64-bit) OS: Windows (7,8,10) What steps will reproduce the problem? 1) Launch chrome, from chrome://settings/languages change the browser language to Hindi and relaunch. 2) Open a New tab, right click on bookmarks bar and observe the first three options in context menu. Options in context menu does not get translated to Hindi. Options in context menu should get translated to Hindi. This is a Regression issue broken in M-60, will soon update other info Manual bisect: Good build: 60.0.3073.0 Bad build: 60.0.3074.0 Note: Issue is not seen on Mac and Linux OS.
