Regression:Cursor is seen even after erasing in devtools console

Issue description

Chrome Version:59.0.3071.15
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch Chrome and navigate to chrome://md-settings
2. Hit F12 and click on console tab
3. Type anything in the filter and erase.
4. Observe the cursor.

What is the expected behavior?
Cursor should not be present after erasing 

What went wrong?
Cursor is present after erasing 

Did this work before? Yes  

This is a regression issue broken in M-60

Bad build:60.0.3072.0  (Revision:464836).

You are probably looking for a change made after 464697 (known good), but no later than 464698 (first known bad).
