FetchHeaderList::ExtractMIMEType() should take care of multiple Content-Type headers case

Issue description

https://codereview.chromium.org/2587463002 has updated FetchHeaderList::get().

It's (at least currently) used not only by Headers. Out of them, (only but) FetchHeaderList::ExtractMIMEType() must be taken care of.

Filed a spec bug to clarify which entry we should pick.
