Regression:Initial focus is not exists in context menu of md-settings page.

Issue description

Chrome Version:59.0.3071.15
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch chrome and navigate to chrome://md-settings
2. Go to Auto-fill settings and add any address.
3. Click on 3dot menu and observe focus on context menu.

What is the expected behavior?
Initial focus should exists in context menu.

What went wrong?
Initial focus is not exists in context menu.

Did this work before? Yes 

This is a regression issue broken in M-59

Issue is seen on canary version: 60.0.3076.0 on Mac OS 10.12.3 as well.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3046.0 (Revision:457952).
Bad build:59.0.3047.0 (Revision:458255).

You are probably looking for a change made after 457976 (known good), but no later than 457977 (first known bad).

thanks for verifying the intended behavior of my CL ;)

for what it's worth: you named this bug "context menu".  if you right click on the current page, there's no focus set initially, so it's really just that the OLD code had a bug that I FIXED.
