What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools 
2. Now open emulated view and click on 'Width' text field and then press 'Tab' key to bring focus on 'More options' icon and on emulated page.
3. Now press 'Shift + Tab' key to reverse focus travel and observe focus on 'More options' icon

Actual: Grey focus highlight is not seen on 'More options' icon when 'Shift + Tab' key is pressed to reverse the focus travel
Expected: Grey focus highlight is should be seen on 'More options' icon when 'Shift + Tab' key is pressed to reverse the focus travel

This is a non-regression issue, seen from M-59 series as Grey focus highlight on 'More options' icon in devtools appears from build # 59.0.3059.0
