Websocket connection failed :Error in connection establishment: net::ERR_CONNECTION_REFUSED

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
Connection not getting established while accessing our website, where we are trying to connect website to native tool. This is happening only in latest version chrome 58 not in 57.

Could you provide a net-internals log? https://dev.chromium.org/for-testers/providing-network-details

Is it working on newer Chrome (59, 60)?
Is it working on other browsers?
