Local/Session storages doesn't open when page is refreshed with the dubugger

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Steps to reproduce the problem:
1. Open https://www.facebook.com/ for example and open "Application" tab in devtools (You can open Local Storage)
2. Refresh the page with the debugger
3. Now you can't open Local/Session Storage with the arrows in devtools.

What is the expected behavior?
A developer can always open the local and session storage.

What went wrong?
It happens in various sites, i guess the sites that do something specific with localstorage.
Our site in our company also has this issue.
I need to close and open the debugger to make the arrows work again.

Did this work before? Yes 

Chrome version: 58.0.3029.81  Channel: stable
OS Version: 14.04.1-Ubuntu
Flash Version: 

It didn't work in the 57 as well in the same computer (I tried it on the experimental 59 and it also didn't work).

Unable to reproduce the issue on Ubuntu 14.04 , Windows 7 and Mac 10.12.3 using chrome version 58.0.3029.81 with the belwo steps

1. Open https://www.facebook.com/ for example and open "Application" tab in devtools 
2. Refresh the page with the debugger
3. Able to open Local/Session Storage without any issues

Could you please find the attached screen cast and confirm if anything missed here.
If possible please provide us any screen cast for better understanding the issue.

ok, i opened youtube for example :)
Maybe it happens because onbeforeunload like in our website maybe something else.
The debugging is very annoying this way!
I need to close and open the debugger to see the local storage.

I have the same issue on Windows 10. It's very annoying. Only opening a new tab fixes it until the next reload.

Able to reproduce on Windows 10, Ubuntu 14.04 and Mac OS 10.12.4 using chrome stable M58-58.0.3029.81 with below steps:

1. Open www.youtube.com >> Play and pause any video 
2. Open "Application" tab in devtools 
3. Refresh the page with the debugger
4. Now unable to open Local/Session Storage with the arrows in devtools.

You are probably looking for a change made after 442425 (known good), but no later than 442426 (first known bad).

same issue very very ennoying this bug make me crazy, please any eta?
When doing a tutorial (https://developers.google.com/web/fundamentals/getting-started/codelabs/debugging-service-workers/)  with service workers i couldn't open "Cache Storage" in the application tab as well.

Status: Fixed (was: Assigned)
I can reproduce it in stable but not in Beta (59.0.3071.29)
