Issue descriptionChrome Version: 59.0.3071.15 Dev OS: Ubuntu 14.04,Windows Steps to reproduce the problem: 1. Launch chrome and navigate to chrome://md-settings 2. Click on customize fonts and and keep minimum font size to huge 3. Set Page zoom to 300% and click on autofill settings and Add an address. Observe the overlay What is the expected behavior? Scrollbar should be seen in the overlay What went wrong? Scrollbar is not seen in the overlay Did this work before? Able to reproduce this issue on Mac OS 10.12.4 using chrome latest Dev #59.0.3071.15.

Using the per-revision bisect providing the bisect results, Good build:58.0.3027.0 (Revision:453800). Bad build:58.0.3028.0 (Revision:454140). You are probably looking for a change made after 453992 (known good), but no later than 453993 (first known bad).
