Regression : Glimpse of checkbox is seen in chrome://md-settings/content/flash

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/content/flash
2. Now click on 'Add' button to 'Add a site' overlay and immediately observe under 'Site' text field

Actual: Glimpse of 'Current incognito session only' checkbox is seen even when it is kept hidden
Expected: Glimpse of 'Current incognito session only' checkbox should not be seen as it is kept hidden

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3061.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3061.0 (Revision: 461353).
Bad build : 59.0.3062.0 (Revision: 461587).

You are probably looking for a change made after 461582 (known good), but no later than 461583 (first known bad).

From the video, it looks like this is working as intended where the checkbox is shown disabled if no incognito session is active. Marking as WontFix, but please re-open with more details if there's a different issue (eg. it appears enabled briefly).
