Regression:Focus stays idle after pressing up and down arrows in task manager.

Chrome Version:59.0.3071.15
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch chrome and open NTP
2. Press shift+esc and try to access task manager using up and down arrows(kindly refer video).

What is the expected behavior?
Focus should navigate up or down while using keyboard arrows.

What went wrong?
Focus is not navigating up or down while using keyboard arrows.

Did this work before? Yes  

This is a regression issue broken in M-59

Status: Untriaged (was: Unconfirmed)
Able to reproduce this issue on Ubuntu 14.04 using chrome latest Dev #59.0.3071.15. This issue is not seen on Mac OS 10.12.4.

the table in the task manager isn't focused initially. You have to press tab to focus it. This did change recently but it's WAI.
