build-internal-recipe-downstream-tryjob is broken - missing service-account-recipe-roller.json

This was removed in https://chrome-internal-review.googlesource.com/c/303815/

But now all the builds fail:

The owner of this builder needs to move it to a different host and then add these credentials to that host. Assigning to martiniss since he's the recipe roller guru.
