What steps will reproduce the problem?
(1) Open mail.google.com
(2) Fling scroll down the inbox, chat moles, etc.

What is the expected result?

Should see a smooth fling and scroll slowly decelerates.

What happens instead?

Scroll stops immediately when I lift my fingers off the track pad.
