it's not clear to me that tcsd is actually used on non-laptops, so I'd probably try to stop it and see what happens. But, it might be used to manage googletnetworkaccess et al. Moving masters is kind of expensive as per comment #1, so I would be disinclined to do it as a task on its own. However, if we wanted to bundle this into converting the master to builders.pyl or (better) swarmbucket, that seems reasonable. I'll check to see if we think we'd be willing to move this master to swarmbucket.

It's not clear to me that this is a big problem, so I'm going to deprioritize this for now. If this does become a problem that is really annoying people, we should follow up on my comments in #3.
