Generate Dom node tree from UIElement for DevTools

Currently Dom Tree is created and generates node id which is passed to node construction of a UIElement tree. This requires unnecessary maintenance of syncing 2 trees.

We only need one tree of UIElement and this tree can generate Dom Node Tree on demand.
