We want to move from SystemTrayDelegate::GetUserLoginStatus() to ash::SessionController::login_status() because SystemTrayDelegate won't work in mustash.

Right now the two methods are almost identical, but the latter is not correct for the USER vs. OWNER distinction.

It doesn't look like we really care about USER vs. OWNER in ash. Eliminate OWNER from the enum.
