[Select-to-Speak] Touch-only experience

Issue description

OS: Chrome

We need to develop a solution for using StS just with Touch on Chromebooks. This is not launch blocking, since this feature can be used with the keyboard and trackpad to begin. But as we have more and more touch devices and convertible devices, we should develop a plan for making this work smoothly. Preferably, this should operate as closely to how Android handles it as possible. 

Once the feature is enabled in settings, it'd be great to essentially add a small icon somewhere in the status tray area at the bottom of the screen. Once pressed, then you could use your finger or the stylus to draw a rectangle/square, or just touch a specific line of text to have it read aloud. 

To stop the speech, you would then simply touch the icon again.
