want to be able to snooze bugs

Issue description

As I'm handling bugs, it's commonly the case that I'll put in a revert, or disable a test and need to wait for the bot to cycle before I can close the bug or remove it from the sheriffing queue.

I'd really like to be able to snooze them so I can get them out of my way while I focus on what's left. Instead I need to keep it all in my head.

This is a neat idea though I think it'd represent a decent amount of work and goes in a direction that I'd be unsure about taking Sheriff-o-Matic. ie: I find myself wondering if this sort of functionality would be better implemented on the Monorail end. 
 Issue 747451  has been merged into this issue.
Can we make it work this way just by changing the chromium bug queue query to ignore issues that are Assigned, or Started?  Once the bug is assigned, it disappears from the chromium queue?
I like the idea of taking advantage of Monorail's existing bug states to implement this. 

Perhaps we could treat Assigned/Started bugs as "Snoozed"? We could still have them exist in the queue but they could be hidden by default.

@Ojan: WDYT of hiding or removing bugs based on Assigned/Started status?
