Sync is once again bringing back extensions from the dead.

Issue description

Chrome Version: 60.0.3074.0 (Official Build) canary (64-bit)
OS: Win10

What steps will reproduce the problem?
(1) Uninstall Hangouts extension on device A

Expected:
It is uninstalled from other devices via sync and never comes back.

Actual:
It is uninstalled elsewhere but eventually pops back and reinstalls itself everywhere.

PS: I'm running *many* devices across *many* platforms and *many* Chrome channels/versions...

Never mind... looks like this is another case of extension coming back from the dead because of sync...

I had the Hangouts extension [1] come back from the dead (it's broken in this regard and others).

I still have the Hangouts app [2] which works as before.

This is a new case of  issue 517910  (sync bringing back extensions from the dead) looks like.

gab@ Which account do you use for syncing? Do I have your permission to look at server side logs for this account to investigate?

I don't actually see any extension deletions for Hangouts extension (nckgah...). The entry was created on 4/16 @8:19pm by GAB1-W (Win M57), it was initially disabled with disable_reason 2 (DISABLE_PERMISSIONS_INCREASE). It was reenabled at 8:45pm by the same client. On 4/19 it was disabled presumably from extensions settings. Entry's creation time indicates that it was actually created on 4/16, not brought from dead.

gab@, do you by any chance remember what you did with GAB1-W on 4/16?

Hmmm, I'm fairly certain I did not install the Hangouts extension myself.. nor do I remember accepting prompts about it...
gab@, do you regularly use GAB1-W or was it offline for some time? My current theory is that extension record was deleted on the server, but GAB1-W had it locally, came online and  committed it again. Unfortunately I can't tell much more from server logs.

GAB1-W is my main Corp desktop and used more or less daily..
