Potentially incorrect OS glitch detection on Mac

According to

the playout timestamp from the OS can be a time in the past. Maybe this is true for the sample time used for glitch detection in

https://cs.chromium.org/chromium/src/media/audio/mac/audio_auhal_mac.cc?l=415

too? We could add a condition for the current sample time being larger than previous.
