Ellipsis not working properly with overflow:hidden

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
Visit https://jsfiddle.net/eve5zebv/10/ to show the problem in action.

What is the expected behavior?
text-overflow:ellipsis should always display three dots

What went wrong?
Some text size and container width combinations result in the ellipsis not showing correctly (only two dots instead of three or the third dot being chopped)

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 57.0.2987.133  Channel: stable
OS Version: 
Flash Version:
 
OS is Ubuntu 17.04 and it occurred with 16.10 as well.

I can't recreate this, I think the recent work on ellipsis may have made it go away.
