Regression : 'Proxy settings' text is seen enabled even no network is connected |

Issue descriptionChrome Version: 58.0.3029.78/9334.52.0 dev-channel Daisy,Candy,Peppy and Minnie OS: Chrome What steps will reproduce the problem? (1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to netwok' screen (2)Now scroll down -> observe 'Proxy settings' text is enabled and try to click on it (Please refer Video) Expected: 'Proxy settings' text should be seen disabled if no network is connected Actual: Instead 'Proxy settings' text is seen enabled This is Regression Issue as same is working fine in 57.0.2987.146/9202.64.0 stable-channel peppy @alemate : Please confirm the Issue Note: 1.After enabling Network try to click on 'Proxy settings' option and observe 'Network proxy for .....' screen is seen 2. In Uber tray click on network and observe 'Proxy settings' Icon is seen disabled if no network is connected 3.After enabling Network observe 'Proxy settings' Icon is seen enabled at Uber Tray 4. Issue is seen in latest M-59 build also
