Regression: Focus ring is not seen for text 'Also delete your browsing data?' in 'Uninstall Google Chrome' dialog box

Issue descriptionChrome Version : 60.0.3074.0 (Official Build) 147bd1eedea8ce66f162faa43535d60137817d91-refs/heads/master@{#465085} 32/64 bit OS : Windows (7,8,10) Steps: 1. Launch Chrome and then close it 2. Now try to uninstall from Control Panel dialogue such that 'Uninstall Google Chrome' dialog box appears 3. Click on text 'Also delete your browsing data?'or check box or and observe Actual: Dotted focus ring is not seen for text 'Also delete your browsing data?' in 'Uninstall Google Chrome' dialog box Expected: Dotted focus ring should be seen for text 'Also delete your browsing data?' in 'Uninstall Google Chrome' dialog box This is a regression issue broken in ‘M-59’, will soon update the bisect info. Good build : 59.0.3035.0 Bad build: 59.0.3037.0 Note: This is Windows specific issue, not seen for Mac and Linux OS

r455601 only modifies tests for extension uninstallations; definitely wouldn't cause this. I think much more likely is revision 525950cc7033074e1a1d3e44e7de0a966345460c - "Remove dashed focus rect from Views checkboxes." Evan, is this WAI?
